This study also aims to explain the governance structure of zakah institutions in Karawang, West Java, Indonesia, by exploring why the qualifications to become employees at the zakah institution employees are low, and laying out to the ineffectiveneess among employees in zakah institution. The researcher aims to explain how to improve the competence of qualified al-'amilin.Thus, this research aims to unveil the problems in the zakah institution in Karawang, West Java, Indonesia, namely employees with poor qualifications, which leads to weak zakah governance in the institution, both in the governance of collection, distribution or organizational arrangement. This phenomenon occurs because of the neglect of the persons in charge of admission of employees in terms of their qualifications and competencies, resulting in weak zakah institutions. In order to find solutions to this problem, the researcher uses qualitative research and takes on three approaches; Inductive methods, analytical methods, and field studies. The researcher starts by studying the main sources of research material, then with other affiliated sources. It is done to collect good scientific materials and data, which can help to understand the management of zakah and its problems. To analyze the weaknesses of al-'amilin qualifications by conducting field studies, so that researcher gets effective solutions to evaluate them. One of the most important findings of researcher is the need to improve their ability in administrative skills and to equip them with scientific competences. The researcher aims to introduce and add new qualifications and competencies for al-'amilin, which are not limited to technical guidance and training, but also other skills such as establishing special faculties for al-'amilin, and increasing the readiness of the state to facilitate them with appropriate incentives and wages, as well as increasing funding support from the government for administrative costs in zakah institutions.
