Abstract in English: The aim of this study is to identify the obstacles facing the education disabilities program in four main areas, the most important of which are , Diagnosing students - workflow during the school day - teacher training - availability of appropriate scientific devices and facilities - developing proposals for program development - identifying those obstacles and developing proposed solutions to it. The study is based on the descriptive and analytical method, which is concerned in studying educational phenomena and their accurate description ,with identification of the causes that led to that phenomenon under study and the contribution to discovering solutions to it, then applying the scale to a sample of teachers teaching difficulties in the first stage of basic education at Muscat governorate and Al-Dakhiliyah Governorate of a total number of 254 teachers. This study information was collected by a scale means prepared by the researcher to measure the obstacles facing the learning difficulties program and apply it on the four study axes. Then, the available information was analyzed by the statistical program as ( SPSS ) , and then a group of statistical methods were used that were compatible with the study objectives. The results were the viewpoint of teachers learning difficulties about the axis of diagnosing students' disabilities, the results came as a moderate degree of agreement which regard to the axis of the daily workflow program, the results were of medium approval which regard to obstacles to academic and professional preparation, the results were of medium approval which regard to the axis of obstacles to preparing rooms for educational difficulties, the results came with a very high degree of agreement. The researcher also found that there are individual differences on a sample of study in favor of postgraduate studies in the dimensions of obstacles to the daily implementation of workflow program and in the obstacles to preparing halls and rooms of learning difficulties, the absence of statistical differences on the study sample in favor of postgraduate studies which regard to both the impediments dimensions to diagnosis and also the obstacles to academic preparation. The study came out with a set of recommendations, the most important of which are the following: Updating diagnostic tests by developing standardized tests that are appropriate for the Omani environment. Training teachers on it to be able to apply it by properly modified. Qualification methods and modifying training programs while teacher serving time that suit the field reality and serving the teachers field when dealing with students.
