Abstract in English: This study examines the international protection of human rights that have the most important role in the protection of rights in all parts of the globe. The study focuse on the challenges facing it's work in the field. The study identifies a range of challenges facing the international protection, and proposed solutions and treatments to remove those challenges infront of the international protection, The study took state of Iraq as a case study as a country mired in violations, despite the presence of the institutions of international protection. The study takes several approaches, including: analytical approach through the presentation and analysis of the status of international protection and the state institutions in the field work, and analysis of many of the reports and decisions. The study rely on the case study approach by selecting the models to indicate the role of international protection in each case on the one hand and the challenges faced by the other. As well as the applicable study by taking the state of Iraq as an examination applied to indicate the role of international protection and the challenges facing the protection in this state by conducting personal interviews. The study reached to several conclusions, including: the double standards and political interests under which initiate international protection hinders its role in protecting the rights. And that the reservations to human rights conventions, and not to countries abide by agreements, and the traditional sovereignty, the right of veto (the veto), and internal armed conflicts, are challenges for the international protection of human rights. The study suggested a number of recommendations including the issuance of a Security Council resolution prohibiting reservations to the conventions on human rights, and establishing international forces to save the human rights.
