dc.description.abstractThe purpose of this research is to identify the role of governmental agency ‎confronting the phenomenon of illegal immigration. This phenomenon lead to appear ‎strain of international relations between Libya and Italy. It treat their economic, ‎social and political interests. In addition, the security aspects. Consequently, the ‎international relation between Libya and Italy has been direct affected cause illegal ‎refeguee inflow between cities and Italian ports. The Libyan agencies lack of several ‎deterrent facilities that avoid illegal immgrants to reach to Italy. This Study follow ‎inductive approach that lead to clarify and explore the phenomenon of illegal ‎immgaration inparticular between Libyan and Italian ports after the action of 17th ‎feburary 2011 until right now, and the instability of security betwwen Libya and ‎Italy. However, there is a contract has been signed between Libya and Italy about ‎illegal immigration since 2003. In addition, to understand the international ‎commitment and pledges to the countries that combating illegal immgation, and ‎arrangements taken by Libyan governments to avoid penetrate more immgrants and ‎the procedures than folloed by Italian government when the illegal immgrants has ‎been arrived. And determine the sponsored that provided from international ‎organization and corporations to combat the phenomenon of illegal immigration. ‎This study follow the comperative study to ensure the relationship between the ‎phenomenon of illegal immigration and instability of security. The findings has ‎becom the procedural matters that used by Libyan government supported by Italy to ‎prevent the security and violation of sovereighty for training the Libyan authorities to ‎combat the phenomenon of illegal immigration, arrest the illegal immigrants and ‎human smugglar appearance in front of Libyan court to carry over. The researcher ‎recommended that needs to widely soceity negotiation to discuss the effects of ‎Libyan contract with Italy to illegal immgation, remove and put aside to political ‎differences , with concentrate the interest of Libya and national sovereignty in the ‎first step.‎en_US
