The study explored the concept of family planning and birth control, and the differences between these two. It also explains the importance of preservation of lineage, the objectives of family in Islam and the effects of birth control on the Muslim society. In addition, it explains family planning from the perspective of Islamic law, its implementation in North Sumatra and the government’s role in the promotion of family planning. This research deals with the detection of the conditions of family planning in Indonesia, especially in North Sumatra province. The researcher adopted the inductive methodology to gather all the information about the concept, the evidence, the rights of parents in Islamic law and other related topics as well as used the analytical approach in the presentation of information on the status and improvement of the programme in family planning. Information was collected by meeting some government officials who have a role in addressing and inviting people to join in family planning. An important finding in this study is that the government plays an important role in reducing fertility and population growth in Indonesia, and a special North Sumatra term, even through vasectomy or hysterectomy.
