Abstract in English: The purpose of this study is to design a program based on virtual reality technology aiming to develop the instructional productive skills of the teachers at basic education schools in Oman. The study employs an ASSURE model instructional design. It applies all phases of a research process, including analyzing learners' characteristics, competencies and needs, setting standards and learning objectives, identifying strategies, technology and media used, determining the basis for employing and using technology and teaching aids when applying the research, identifying patterns of response, participation, and feedback, as well as assessing and measuring tools needed for the research. Therefore, the researcher designs a program in cooperation with a specialized company according to a program analysis model based on the technology of using a virtual reality headset. The sample space of this study is confined to the teachers of basic education schools in the Sultanate of Oman, totalling (30) male teachers. The study applies measurement tools, which includes a cognitive test to assess the pre-abilities and post-abilities, as well as the observation card which used to measure the pre-skill and post-skill performance, in addition to a questionnaire to measure the effectiveness of the program based on virtual reality technology according to the teachers' perspective on the program. The finding shows statistically significant differences at the level of significance (0.05) in the cognitive test, and in the performance observation card between the pre-abilities and post-applications for the post-application, which is attributed to the effectiveness of using the virtual reality program in developing the instructional skills of teachers. The results of measuring the effectiveness of the program based on teachers' perspective also show high levels of satisfaction with arithmetic averages in terms of the effectiveness and quality of the program, the extent to which teachers benefit from the program, the extent of interaction with the program and the quality of the presented content. Based on the findings of the study, the researcher establishes a set of recommendations, the most important of which is to implement the program for all teachers in all schools in Oman, provide the requirements to implement the program in all training centers in educational governorates, apply for the program in the college of education in Oman at the phase of preparing students for the teaching profession, increase investing in using virtual reality technology in the education sector .
